The bubble wrap helps insulate the fan thats in there. I had very good success with a single plant in there, and am currently growing 2... I'm beginning to believe less is more I have a feeling 2 is the ideal number

fetish
If you want to use a 400HPS light, which are the best IMO, in such a small space, then go for an air cooled reflector and run an LTI 100 fan off it. These are only a few quid more than the standard reflectors. Combine this with a matched extraction and intake fan and you will solve your heat problems. Provide a vent at the bottom of the space to draw air in to match the volume of air being extracted and you will create an ideal air exchange to give your plants that much needed CO2. I hope this helps.
