Is neem meal effective outdoors in the UK?

I know the Americans like using it for soil pests but is it effective in the humid UK environment?,  I've read reviews that say it grows a white mold over the soil when using neem meal in humid environments.

Neem is from India which has a very dry environment so I was wondering what has been your experience using it in a humid environment?

Neem is very effective outdoors in UK, i use neem powder in my soil mix, it feeds your plants too, you will see that Mendo Dope also do the same in US with amazing results. If you use it as top dressing it will work just as well, i put some neem powder in my water every 6 weeks and water my plants with it (during veg stage), but do bear in mind it is a good idea to apply top dressing only once when plants start to flower and apply it right at the beginning of flower as neem is supposidly effective for 6 weeks, best not to carry neem into the final product at harvest.
Use neem and be bug free! Amazing stuff, i won't be without it.
