Flowering outdoors

Hello people of the sun.can I ask about the flowering part?

Does week 1 flowering count from the so called stretch or does it start from when the plants stopped stretching.

 

I have 2 plants and they have been showing white hairs I'm confused because I'm not sure when to count flowering on other sites it says week 3 pistil hairs shows and some sites say that pre flowering lasts upto 3 weeks then you start the flowering stage?

I start  when u first see pistils in the nodes and budlets show around 3 or 4 usually.

 

I don't wait for the stretch to end to start counting down.
