From reading around I think this might be a pest issue but I've stared and used a loupe and photographed as close as I can get and I can't see anything that looks even vaguely like an insect? The undersides might have tiny tiny black spots in amongst it all but so small that I'm never going to see them clearly, and anyway they don't look like anything that would turn out to be alive.
