Mother plant seed until ready?

Hi everyone I'm planning on cracking some regulars shortly with the intention of selecting and keeping some mothers. My plan is to use t5 4bar lighting and keep the pot sizes small (plan 3.5ltr max). My questions are:

How long on an average strain til the plant is mature enough to take clones ? 

Will t5 lighting be enough to promote this growth?, as I don't want to step back with light once suitable mothers are selected as I intend to keep mothers under same light from day one. Thanks anyone.
