is there any difference between a heater mat for plants and reptiles and what would be the ideal wattage to bring on clones and do they go underneath or inside a propagator.

They are much the same thing but there are plenty available as plant mats. If you are thinking of using a standard seed tray sized propagator then 15w or thereabouts ought to do it, stand the propagator on it and the heat will work it's way through.

Better to err on the side of caution with wattage, getting a thermostat as well would probably put the bill up to the same as a propagator with thermostat.
