Just did a quick check for somewhere in the South Coast, Brighton, the next 24 hours are expecting to reach 85% tops. Would be very unlucky for anywhere to get 97% humidity considering the circumstance imo...

Here's some reading on the formation of sea fogs and mists, starts happening when the RH reaches 97% apparently
Sea Fog Formation So not totally unreasonable if as Smeagol says there was a mist rolling in from the sea.................. All together now, Mull of Kintyre.........Oh mist rolling in from the sea
