It's probably one of your ISP's routers playing up, I get this all the time with the odd site but they fix it eventually. If you do a traceroute you'll see where the problem is.

It means that it appears that the website is down (ie he can't ping it).
I have tried it (both ip and address) and it works for me.
Perhaps it was down earlier, have you tried it recently?

as has been suggested 'cut n paste' 195.244.208.158 into your browsers address bar to rule out any dns problems your isp might be having, if you still cant access the site it sounds like you have a problem on your PC ..try a different browser as a first step

Sounds like it's being specifically blocked, either by a firewall or the web server itself. If the latter, why not call them?

couple of things to try(in order),
disable all your security(esp any firewalls, windows or 3rd party) and quickly check you still cant connect
if not then go to this site and 'cut n past' the address into the box and try and connect that way(to ensure your isp isn't blocking it)

Also, who are the different users of your PC? Are you in an office or is it a home PC?? If it's an office, could the IT dept. have blocked you??
