2nd grow and still learning but what i"d say is get rid of the tin foil thats a big no no heat spots and shit and second that soil you got there man sounds like crap i"d get rid of that and get something better its worth spending a few squid on some good soil. Also i myself would not put seeds into the soil without germinating first the way i think is if you germinate your seeds first they split and you get the tap root popping out then you plant them into your soil tap root pointing down then lightly cover with the soil then at least you know your seeds have a better chance of growing. Your lights and ventilation sounds ok for veg but you will need more light for flower but with cfl s you can just add more the only thing with adding more lights is more heat so better ventilation will be needed.

Thats fine mate, the only reason to use paper towel method IMO is if you are germinating dozens of bagseed at a time and need to get rid of the duds so you don't wast etime putting them all in pots. (This is how this method of germination originated).
If you have bought seeds then you can be pretty sure they are viable so just plant them and water and keep warm, using other methods to germ is just inviting trouble and will do more harm than good, even if it is satisfying getting to watch them germ with your own eyes it ain't worth it for the risk of damaging them at a delicate and critical stage in their life.
Basically if seeds are viable they will germ in soil, other methods won't increase their viability or chance of success, just increase risk.
