I HAVE AN 8 SITE 10 GALLON reservior dwc system this is my first hydro grow and i wanted to know is it really needed to have an ec meter

you will definately need a ph meter, and an ec meter is recommended.

Measuring syringes will do at first. I only got an ec meter in order to do addback with the lucas formula, was growing for 3 years before then.
Go to the site of your water provider, they should let you enter your postcode and you'll be able to see the ec of your tap water. Deduct that from whatever ec of nutes you want to give your plants and measure out the nutes accordingly.
If it were a choice between either an ro unit or an ec meter, I'd stay with the ro unit, a 3 stage is good enough for growing.
