Acording to my diary on the spring Equinox (21st March) sunrise is at 6.01 and sunset is at 6.16 so thats your 12 hours. If you put plants out then, they might get confused and start flowering (and its too cold in march with risk of frosts likely)
By the 1st week of May sunrise is 5.30 and sunset is 8.26 so thats about 15 hours so well in. Some geurillas go a bit earlier and plant in April but I think May is the most popular time to plant out.
By the summer soltice we are enjoying 16hrs and 40 mins of daytime!
