As far as I know that test is indeed a myth. The only time I could see a floating seed being an indicator of a dud could be if the seed were so old and dried out that the cotyl inside the seed had shrivelled to nothing and left an air gap that provided some bouyancy

I suppose it could indicate the age of the seed, when the seeds are first harvested they contain alot of water, this would make them as dense if not more dense than water, therefor they would sink. But then you have to consider that some say fresh seeds should not be germinated (this is actually true of other seeds, such as sweet chestnuts etc, they do have to be aged before they will sucessfully germinate, whether this applies to canna seeds I couldn't say) and that seeds should be aged for a few months before being rehydrated and germinated.
Personally, I have found that some of the healthiest looking seeds i've had have refused point blank to germinate, and some weak and straggly looking bag seed that you wouldn't stick in budgie feed have germinated into vigourous fast growing plants, nature is a funny thing!
As a general rule, I go for fat seeds that are greyish brown (with or without mottling depending on the strain), avoid any overly small or very green looking seeds, chances are they may be underdeveloped.
That said, I recently came by some mandala hashberry seeds, the healthiest looking things you could wish for, fat, grey brown with dark mottling...they took 48 hours to crack and sprout, put them in the dirt, then another 48 hours to break the surface with the cotyloid leaves, nice and speedy you might think, and you'd be right, that is quite fast by any standards. But then a week later I got hold of some bag seed, the weed was a nice smoke so I decided to sprout some of them, green and straggly though they were...18 hours to crack and sprout, put them in the dirt, 12 hours to break the surface! Go figure!

Just wish I knew what strain they were, must ask the dude next I see him.
Anyway, sorry for the lengthy waffle, my PC blew up a couple of weeks back and I've only just got back online again, I think I might be suffering uk420 withdrawl symptoms!
