That looks very fungal to me. I used Murpys Copper fungicide on mine while in Veg, and a foliar application of Tricoderma when in flower. Seemed to hold it bay. Here's where I got the info on Trichoderma

I,ve chopped the infected leafs today, maybe this action will solve the problem.
