I can't see your photos but I had exactly the same problem with bloody Westland Soil with added JI
Don't know whats going on with Westland Soil. it used to be one of the best but I can only assume that manufacturers have messed with the formulation or are not mixing it properly as it caused nute burn (without me adding any nutes!) on 4 out of 7 plants when I used it to repot my last grow. Information on this site shows that Westland can't be considered reliable or consistant anymore
Re the dodgy plant - I would carefully remove as much of the 'new soil' as possible without disturbing the roots. Repot with less rich soil and water well. Definitely do not feed with anything until you are sure that it needs it.
I would leave the healthy plant alone but keep an eye on it.
