cuttings have an instant height advantage as there old enough to flower straight away. if something will double or tripple in size after going into flower, then the height at which you go into flower is very important. 4" could be a foot. 8" could be 2 foot. 12" 3 foot. every inch matters if your limited for space.
chooseing a strain thats less stretchy is another step. indicas basicly.
then ofcource training. physically interfereing with its development. snapping them down, or lovingly weaving there growing tips back n forth along nets. there are pleanty of pruning/training options
light quality effects height also. bluer light makes for stockyer growth. it dont produce the most buds though. this is why many will grow with bluer lights and then swap for redder ones in flower.
taking it further there are bonsai techniques of stunting growth. a seedling for instance will drop a tap root, and the plant generally resembles the roots, so nipping this tap root will force side branching rather than upwards stretch. a cutting wont have a tap root though, its allready a side branch. bonsai techniques are best left alone imo unless you truely know whatr your doing. a bonsai yeild is not wanted
