Plant stem turning brown at base

My outdoor plants (Passion, Friesan Dew) have begun to develop a light brownish main stem starting from the base up. It is only brown for the first 30% of the stem, the rest is green as usual. Any ideas what this could be, a root infection of some description? Both are in flower so I really don't want anything going wrong at this late stage.

Also another question- do people find it normal that there is sometimes white fluff stuck to their plants? You know that stuff that blows around the counrtyside on windy days. Or could it be spider mites (Ive already had these on my indoor grow so Im worried I transferred them)

just sounds like your stems are turning to wood rather than green/new growth nothing to worie about

White fluff sounds like mealybugs but I could be wrong.

Mealybugs- I did some some tiny little brown dots in the fluff on other wild feral plants away from my own MJ crop which is what is worrying me. I sprayed with SBPI today as my indoor crop has mites and I wanna make sure the outdoor one doesn't get hit by them too.

Any ideas if SBPI kills mealybugs? It doesnt say anything about them on the tin. Or is there a natural cure for mealybugs?
