I know someone who had used the herb a few times and wasn't sure if it was working or not. After a couple of goes in a safe environment when we got together for a bit of herb and discussing how it felt they got a much better effect. Now they get really quite high after not all that much.
I read something a while back that suggested people new to the herb might not initially react all that strongly to it. That it can take a few times out for your body to learn what to do with it. Could have been horse-shit but it fits with a couple of conversations I've had with others.
If you've quit tobacco, making a tobacco-cannabis blend to smoke is probably a fast track back to addiction to the cancer sticks. Watch yourself.
I'm a dyed-in-the-wool tobacco hater and only use it pure.
Some suggestions/questions:
Use it pure. I see no reason to blend it with tobacco unless you actually want the nicotine effects too.
How's your technique?
If you've used tobacco before I guess you're probably doing it right, but are you sure you're inhaling it properly?
Try a pipe.
I don't get on too well with rollies. I got a "shotgun" pipe and a couple of glass gauzes (don't wanna inhlale a metal one over time) from my local headshop and love it. Super easy to inhale properly and even small amounts have a good effect.
Consider a vape.
Like Eisenheim above I've got a Magic Flight Launch Box vapouriser. I find the high comes on more cleanly with it (presumably some of the combustion products interact with the high).
Eat it.
Like Bushmaster said there are plenty of ways of getting it inside you that don't involve the lungs. Use fats (milk, butter and the likes) that will absorb the cannabinoids (the plant resins that are the whole reason we use its flowers) for better delivery to your system. Just keep in mind that if it's not well dried and cured it will need heating to activate the THC. Eating fresh dealer-weed without heating it won't do much.
Try to notice what effect you *are* getting. Even if it's simply a case of you felt miserable before and now feel "normal" - this can be surprisingly difficult to notice as it's kinda taking something away rather than adding something. I've had that a good few times with the sativa (Lemon Haze) I've got in one of my 2 little jars (the other is Blue Dream - an Indica).
Your mood to start with plays a part. I bought the 2 strains above and both have profoundly different effects depending on how I was at the start.
If I start feeling wound up, the Blue Dream calms me to normal... and the Lemon Haze leaves me in an intense but smiling mood.
If I start feeling normal, the Blue Dream nails me down... and the Lemon Haze gives me a very buzzy head, fast thoughts and a massive grin.
If I start feeling down, the Blue Dream dulls things down and sends me to sleep... and the Lemon Haze lifts me up to a point marginally above normal with just a slight grin.
It's all down to how I feel and what I use. Something to consider.
