Lincoln cannabis dealer tried to run from police still in handcuffs

 

A drug dealer tried to make a run for it when he was stopped by police, Lincoln Crown Court was told on Tuesday.

Brandon Hipwell had a stash of cannabis in his rucksack as he walked with another man along Boundary Street in Lincoln.

A police officer, who was checking out a vehicle parked in the street, was alerted by the smell of cannabis as Hipwell walked past him.

Phil Howes, prosecuting, told the court: “The officer caught a whiff of cannabis and stopped the two men just down the road. The defendant said he had just lit a joint.

“The two men were handcuffed. The officer asked for assistance and then the defendant ran off with his handcuffs still on but was quickly apprehended.

“A search of his rucksack revealed a large quantity of cannabis.”

 

Officers then went to the property at South Hykeham where Hipwell was living at the time.

More cannabis was found in his bedroom at the property along with a pepper spray.

Mr Howes said that a total of 295gs of cannabis bush and 44gs of cannabis resin was found by officers. The drugs were estimated to be worth just over £3,000 if sold in street deals. £370 cash was also seized.

 

A note, which the prosecutor described as a dealer list, was also found consisting of names and amounts of money.

Hipwell, 23, of St Peters Avenue, Lincoln, admitted possession of cannabis with intent to supply and possession of an illegal weapon on October 23, 2018. He also admitted supplying cannabis between July 1 and October 23, 2018.

 

He was given an 18 month jail sentence suspended for two years with 25 rehabilitation activity requirement days.

The drugs and cash found by police were ordered to be forfeited.

 

David Eager, in mitigation, said: “The defendant is clearly remorseful. He is a vulnerable young man who got himself into debt and was suffering from real problems.

“He has no previous convictions. He has clearly done this acting under a malign influence.”

Mr Eager said that Hipwell has mental health problems for which he has sought help and has started to address his drug addiction with assistance from Addaction.

“He appears to be a young man who is determined to change. He has done everything in his power to mitigate what happened,” said Mr Eager.

Judge John Pini QC, passing sentence, said he was able to suspend the jail sentence.

 

He said: “There is considerable mitigation. You have no previous convictions at all.

“The report tells me that you have had for a long time acute mental health issues.

“You acted under pressure from others. You are desperate for help. You are a vulnerable individual.

“I am taking an exceptional course because of the pre-sentence report and because this is your first offence.”

Well i thought it was a woman when i was watching the video.  besides that that was a great video. Very funny.
