      15A sounds like enough, but is it only through 1 socket?   Two 10" fans sounds like a lot too - especially if you're considering air cooled hoods too! If I were you I wouldn't bother with air cooled hoods and would be happy with an 8" RVK extraction and 6" RVK intake. A fan controller to reduce extraction during lights off would be great too - either that or the heat you will need to add to keep temps above 18-20c will be extracted straight out.   In my opinion too much value is placed on genetics - the difference in genetics will show when you are a very experienced/capable grower with a perfect environment and thus able to get the most out of each strain. If I were you I would focus on getting a reliable and easy to grow strain from a reputable seed bank.
